Glossary - Kyoto Accord

The Kyoto Accord is an international treaty between countries that agree to reduce greenhouse gas emissions as long as their neighbours do as well.  The Kyoto Accord is an extremely complicated legal agreement that includes "pollution credit" trading mechanisms, which [hopefully] encourages countries to cooperate in a manner that ensures that the total greenhouse gas output limits are not exceeded.

Sometimes the Kyoto Accord is also referred to as the Kyoto Protocol, especially by politicians using posturing techniques to make themselves appear to be more authoritative.
